According to the China Trade Remedies Information Network, on October 17, 2025, the Department for Internal Market Protection of the Eurasian Economic Commission (EEC) issued Announcement No. 2025/454/AD38. Pursuant to EEC Decision No. 96 dated October 14, 2025, the Commission decided to impose five-year anti-dumping duties on titanium dioxide (in Russian: Диоксид титана) originating from China.
The specific duties are as follows:
- LB Group Co., Ltd., Henan Billions Advanced Material Co., Ltd., LB Lufeng Titanium Industry Co., Ltd., LB Sichuan Titanium Industry Co., Ltd., and LB Xiangyang Titanium Industry Co., Ltd. — 14.27%
- Shandong Dawn Titanium Industry Co., Ltd. and all other Chinese producers — 16.25%
At the same time, the EEC approved price undertakings submitted by the above six companies. For Chinese enterprises that comply with the terms of these undertakings, no anti-dumping duties will be imposed.
The products under investigation are pigments with a titanium dioxide content of 80% or more (dry basis), classified under EAEU HS Code 3206110000, excluding titanium dioxide used in the production of fragrances and cosmetics, pharmaceuticals, and food products.
The measures will take effect 30 calendar days after the publication of the announcement.
For reference, on August 17, 2023, the EEC initiated an anti-dumping investigation on titanium dioxide originating from China. On August 16, 2024, the EEC Department for Internal Market Protection released the final disclosure (Announcement No. 2024/411/AD38), determining that dumping of the subject product had occurred and caused material injury to the relevant industries of the Eurasian Economic Union. Consequently, the Department recommended the imposition of five-year anti-dumping duties on Chinese producers and exporters.
